Todd David Dischinger, age 71, went home to be with his Lord and Savior Jesus Christ on September 20, 2023, after a short illness.  He passed peacefully with his wife at his side.  Todd was a husband, father, grandfather, law enforcement officer and consultant.

Many will forever remember him as "Officer Todd" during his service at Vacaville Police Department from 1985 to 1994.  Todd leaves behind a distinguished legacy for his contributions to law enforcement state-wide over his forty-seven-year career during which time he became well known for state-of-the-art teaching in his field.

Born in Indianapolis, Indiana to Albert Emerson Dischinger and Beverly Ann Cubel on August 17, 1952, Todd grew up in both Colorado and California.  Following his graduation from Pleasant Hill High School in 1971, Todd served as a reserve police officer with the San Jose Police Department from 1974 to 1976.  In 1976, Todd joined the Santa Clara County Sheriff's Office where he served as a correctional officer, deputy sheriff, field training officer and hostage negotiator until 1985.  He joined the Vacaville Police Department in 1985 where he served as a police officer, youth service officer, field training officer, press information officer and sergeant until 1996.

Todd's experience in law enforcement led him to join the Solano County Sheriff's Office in 1996 to focus his skills on law enforcement training.  Thereafter, in 2001, Todd served as the Coordinator of the Napa Valley College Police Academy until 2004.

Todd earned a Associates of Arts degree in Criminal Justice at West Valley College and a Bachelor of Science degree in Psychology at Chapman University.  In addition, one of Todd's greatest accomplishments was earning a Master Instructor certification from Peace Officers Standards and Training (POST) in 2002.  This certification steered Todd toward a position uniquely created for him through Napa Valley College directly serving the leadership of POST in 2004.  There, Todd used his impeccable teaching skills to facilitate the creation of the Instructor Development Institute (IDI).  As Director of the IDI, Todd put together and trained a team of California law enforcement experts and together they traveled the state teaching in all 32 California police academies.

Following his 2014 retirement from Napa Valley College and the POST IDI, Todd returned once again to the Solano County Sheriff's Office as an advisor to upper management and completed his law enforcement career in 2019 when he fully retired from public service.  In addition to Todd's law enforcement career, he pursued consulting work from 2013 to 2023 developing training materials for a global telecommunications company headquartered in San Diego, California.

While Todd's law enforcement family may remember him for his accomplishments during his service career, he may be most locally recognized as a former co-host of the Fiesta Days Parade that aired on local cable Channel 8, as the featured Vacaville Police Department officer in the award-winning Televised Information for Public Service (TIPS) campaign, and a host of the United Way Telethon in the 1990's and early 2000's. Todd's greatest passion, however, was biblical studies and his dedication to the Lord Jesus Christ.  In his pastime, you would find Todd fly fishing, cycling and traveling.

Todd was married to his wife, Linnea, for 31 years and joined her in raising his stepchildren, Shannon Byrne (Beery) of Cookeville, TN and Daniel Byrne of Santa Rosa, CA.  Todd is survived by his wife, his children and grandchildren, sister Wendy Myles of Oregon, uncle David Cubel of Indiana, and several cousins.
