Vicente, fondly known as Jun, was born to Vicente Sr. and Asuncion Tanciongco, on July 23, 1944, in Balanga, Bataan, Philippines. He was a talented musician while at the same time attended Manuel L. Quezon University to study electrical engineering. He graduated Magna Cum Laude at the age of nineteen in 1964. He taught at the University for one year before his first official position as an electrical engineer at Audion Electric Company. Aside from his engineering career, Jun married Carmen aka Anchie Soler in 1971. Jun was also a life insurance agent serving clients throughout California. Jun was passionate serving as a Eucharistic minister and a musician at several Catholic churches. He was a member of the Santo Nino de Cebu Society, Knights of Columbus, and the Filipino-American Community of Fairfield, Suisun, & Vacaville.
